Veterans Graves Inventory and Maintenance Programme

In 2003, Veterans Affairs Canada (VAC) enlisted the services of the Commonwealth War Graves Commission (CWGC) to plan and develop a strategic approach to locate grave markers for which the Minister of Veterans Affairs has responsibility. Subsequently, the CWGC was engaged for a two year period to implement a grave location project in Quebec. Since 2004 nearly 11,903 cemeteries have been inventoried and some 206,116 Veterans' markers located within 7,577 cemeteries. Nearly $3 million expended by the CWGC on behalf of VAC in maintenance of Veterans' markers.

A Memorandum of Understanding (MOU) was signed in 2006 between VAC and the CWGC for the institution of a national grave location project and for the creation of a rudimentary cyclical maintenance programme. In 2011, a MOU was signed between VAC and the CWGC to conduct a twelve-year cyclical inspection programme of Veterans' markers installed at the expense of Canada.

Work to be performed by the CWGC within the context of the MOU includes:

  • Conducting inspection tours of cemeteries located in Canada.
  • Identifying Veterans' burials that are marked by an identifiable stone.
  • Determining types of headstones.
  • Noting the condition of graves including maintenance requirements.
  • Noting the GPS location of all graves.
  • Sketching of the cemeteries to show relative location of burials.
  • Digitally photographing veterans' grave markers.
  • Collecting necessary information to fulfill the requirements of VAC.
  • Uploading data collected into a database.
  • Ensuring the maintenance of Veterans' grave markers.
